Join BOOT Party
A. Background:
The Board of Trustees and the Executive Leadership of the BOOT Party have identified the yearnings and aspirations of the current and potential members to fully participate in various on-coming local and state elections across the country. In as much as BOOT Party has a well-defined process for screening candidates for both elective and appointive positions at various levels of governance within its Constitution, Policies and Guidance, the need to attune to the dictates of prevailing political circumstances cannot be disregarded.
The Policy of BOOT Party as espoused in the Constitution is to ensure that members running on its Platform meet the criteria that are aligned with the Values of the Party. However, and in consideration of need to meet and address the growing request by Party members for immediate participation in the current political process, the Board of Trustees and the Leadership, under the Power granted them in the Party Constitution, enacted the following criteria as the basis for members to fly the flag of the Party in the elections specifically identified in this Order.
B.1 Councillorship Qualifications
Every candidate:
1. Must be a full-fledged registered and validated member of the Party.
2. Must set-up the Ward (or be part of the Ward) the seat of which he or she is contesting.
3. The Ward for which he is contesting must have been fully validated by the Party's National Secretariat with at least fifteen (15) full-fledged registered and validated members and at least four officer elected through an election facilitated, supervised and confirmed by the Party Headquarters. For such officers to be recognised, their names must be listed on the Party website.
4. Must pass through the Party's approved Primary Elections process and emerged the recognized candidate to fly the Party's flag in that specific elective office.
5. Must not be a current member of any existing Political Party and must swear an affidavit that they have no affiliation(s) or loyalty to any other Political Organisation or entity in Nigeria for that matter.
6. Must sign an undertaking to abide by the decision of the National Executive of the Party on matters relating to running for the election on the Party's Platform.
7. Must not be subject of any form of criminal investigation or indictment or a convicted felon.
B.2 BOOT Party Councillorship Election Nomination Form
In order to fulfil BOOT Party's 'Not Too Poor To Run' promise as enshrined in Article 10 of the BOOT Party's Constitution, members who have fulfilled the requirements set above will ONLY be required to make nominal donations to the organisation of BOOT Party local election campaigns and primaries (Article 10.2.7 of BOOT Party Constitution), where required as follows:
Councillorship: 50% of the monthly Minimum Wage in the State of Election. E.g. if the minimum wage in your state is 30,000 (Thirty Thousand) naira per month, you will be expected to contribute 15,000 (Fifteen Thousand) naira to the Party for this election.
C.1 Chairmanship Qualifications
Every candidate:
1. Must be a full-fledged registered and validated member of the Party.
2. Must set-up at least one (1) Ward (or be part of the Ward) BOOT Party Leadership Structure in the Local Government, the seat of which he or she is contesting.
3. Must have at least twelve (12) full-fledged registered and validated members in at least Fifty (50%) of the Wards in Local Government, the seat of which he or she is contesting.
4. Must pass through the Party's approved Primary Elections process and emerged the recognized candidate to fly the Party's flag in that specific elective office.
5. Must not be a current member of any existing Political Party and must swear an affidavit that they have no affiliation(s) or loyalty to any other Political Organisation or entity in Nigeria for that matter.
6. Must sign an undertaking to abide by the decision of the National Executive of the Party on matters relating to running for the election on the Party's Platform.
7. Must not be subject of any form of criminal investigation or indictment or a convicted felon.
C.2 BOOT Party Election Nomination Form
In order to fulfil BOOT Party's 'Not Too Poor To Run' promise as enshrined in Article 10 of the BOOT Party's Constitution, members who have fulfilled the requirements set above will ONLY be required to make nominal donations to the organisation of BOOT Party local election campaigns and primaries (Article 10.2.7 of BOOT Party Constitution), where required as follows:
Chairmanship: Two (2) months Minimum Wage in the State of Election. E.g. if the minimum wage in your state is 30,000 (Thirty Thousand) naira per month, you will be expected to contribute 60,000 (Sixty Thousand) naira to the Party for this election.
D.1 Governorship Qualifications
Every candidate:
1. Must be a registered member of the BOOT Party and have fulfilled BOOT Party's membership requirements according to the party's constitution and otherwise qualified to vote for that office at the time of nomination.
2. Must not be a current member of any existing Political Party and must swear an affidavit of no affiliation(s) or loyalty to any other Political Organisation or entity in Nigeria for that matter.
3. Must sign an undertaking to abide by the decisions of the National Executive of the Party on matters relating to running for the election on the Party's Platform.
4. Must not be subject of any form of criminal investigation or indictment or a convicted felon.
5. Fulfil the requirements of the Nigerian Constitution, the Independent National Electoral Commission guidelines and all relevant laws.
6. Must set-up at least one (1) LGA (or be part of the LGA) BOOT Party Leadership Structure in the State, the seat of which he or she is contesting. The LGA Leadership Structure must have been fully validated by the Party's National Secretariat with at least Seventy-Five percent (75%) of the LGA's Wards set-up in line with the BOOT Party Ward Leadership Structure.
7. Must have at least Fifty (50) full-fledged registered and validated members in at least Seventy-Five (75%) of the Local Governments in the State, the seat of which he or she is contesting.
8. Must pass through the Party's approved Primary Elections process and emerged the recognized candidate to fly the Party's flag in that specific elective office.
D.2 Expression of Interest
1. A candidate must pay an expression of interest fee equal to Seven (7) months Minimum Wage in the State of Election, made payable to the BOOT Party via the online donate form.
2. The expression of interest fee must be paid along with the candidate intention application.
3. Candidate intention application will only be considered following the confirmation of payment of expression of interest.
D.3 Nomination
1. Candidates who are successful with their expression of interest will be invited to submit their nomination through the BOOT Party's online candidate nomination application.
2. A candidate must pay a nomination fee of Thirty (30) months Minimum Wage in the State of Election, made payable to the BOOT Party via the online donate form.
3. Upon application by the candidate, a nomination fee waiver or reduction may be granted by the National Executive Committee where a candidate has met and exceeded minimum requirements relating to the setting up of the Party Structure at the Ward, Local or State levels of contest.
E.1 Campaign Requirements and Responsibilities (FOR ALL PUBLIC OFFICE)
Any individual who intends to be a candidate for an elective PUBLIC OFFICE shall:
E.2 Candidate Intention Application
Complete and submit the BOOT Party's online candidate intention application for the specific public office sought. A separate application must be submitted for each election, including re-election to the same office.
E.3 Contract with the People (CoPe)
1. Candidates who are successful with their expression of interest/exempted from expression of interest will submit along with their nomination application a 'Contract with the People (CoPe)'.
2. CoPe is a personal manifesto. The BOOT Party manifesto is the baseline manifesto to draw from.
3. Each candidate shall complete and submit a CoPe report. It is expected that a CoPe report should be costed and include among others, the number of direct and/or indirect social and economic benefits to the electorates that will be generated.
E.4 BOOT Party Primaries & INEC Ballot
1. All BOOT Party candidates must file an Affidavit of Identity and an Affidavit of Partisan. The affidavit of partisan includes that a candidate will not knowingly violate the constitution, manifesto, policy, standards and guidelines of the BOOT Party.
2. A copy of the template for the affidavit is available online and the the BOOT Party National Secretariat.
F. Close
This Order relates specifically to only the State and Local Government Elections scheduled for 2020. This Order shall cease to be operative at the end of December 2020. After the expiration of this Order, without any formal extension by the Board of Trustees and the Leadership of BOOT Party, the concessions herein granted shall no longer be applicable and the regular Policy and Guidelines of the Party relating to membership, Ward Creation, Elections, etc. shall immediately revert and become immediately operative.
