Opening Remarks

Distinguished leaders of our great party, members of the National Working Committee, aspirants, stakeholders, and fellow Nigerians.

I welcome you all to this important leadership conference at a defining moment in the political history of our nation. As preparations continue toward the 2027 general election, Nigerians are not merely looking for another election cycle — they are searching for a new direction, a new standard, and a new kind of leadership.

Today, we are gathered not simply to discuss politics, but to shape the future of democratic accountability in Nigeria.

The Crisis Facing Nigerian Politics

For too long, our political system has operated on promises without proof, commitments without structure, and loyalty without consequence. The result has been a widening crisis of trust between political parties, candidates, and the Nigerian people.

Parties invest in candidates and are later abandoned. Aspirants commit their resources and are left unprotected. Citizens cast their votes and too often feel betrayed afterward.

This cycle has weakened confidence in democracy itself.

"The greatest crisis facing Nigerian politics today is not a lack of talent or ambition. It is the collapse of trust."

Too often, political parties become stepping stones for ambition rather than institutions of principle. Candidates emerge on one platform, benefit from its structure, and later walk away to another party when it suits their interest. That habit has weakened internal party discipline, damaged public confidence, and turned politics into a revolving door.

And today, BOOT Party says clearly: enough is enough.

Why BOOT Party Must Be Different

BOOT Party was not formed to repeat the same political culture Nigerians have struggled with for decades. We were not created to imitate the old order while pretending to represent change.

As I have often said, if BOOT Party cannot be truly different from the PDP and APC in values, discipline, accountability, political culture and policy change with compassion for the people, then there is no reason for BOOT Party to exist at all. If we are only going to reproduce the same failed habits, then we might as well go and join them.

But we will not.

BOOT Party stands for a new political direction — one built on integrity, transparency, discipline, and responsibility.

BOOT Party has always insisted on a different path by building a political party around legal certainty, transparency, and responsibility, not empty promises or political convenience. The party has also shown in practice that internal democracy can be structured through online nomination, direct primaries, e-voting, and public monitoring. That is the direction Trust Before Ticket seeks to deepen.

That is why today’s announcement is important.

Introducing Trust Before Ticket

Today, BOOT Party proudly launches a defining political doctrine that we believe will help reshape democratic participation in Nigeria:

Trust Before Ticket™

A simple principle.
A powerful standard.
A necessary reform.

No trust, no ticket.

Trust Before Ticket is BOOT Party’s institutional response to the long-standing crisis of political distrust in Nigeria.

It is a legally structured, transparent, and enforceable framework designed to ensure that leadership is earned through demonstrated commitment and accountability.

This framework transforms political participation from a culture of informal promises into a system governed by:

• verifiable commitment,
• transparent financing,
• enforceable accountability,
• and institutional discipline.

Under this system, every aspirant must first demonstrate genuine commitment to the party, the democratic process, and the Nigerian people before receiving the BOOT Party platform.

Because leadership is too important to be left to chance.

The Framework is not Perfect, but it is Necessary.

Trust Before Ticket is a foundation, not a final destination. It is not claimed to be a perfect cure for Nigeria’s trust deficit, but it is a serious attempt to build a more credible future. In a political environment where mistrust has become normal, the first breakthrough is to create a system that makes commitment visible, accountable, and enforceable. That is how reform begins: not by pretending the problem does not exist, but by designing a structure that can reduce it over time.

Purpose of Trust Before Ticket

The Trust Before Ticket framework has been designed to achieve several important objectives within our party structure and democratic culture.

Strengthening Party Discipline

This framework promotes seriousness, loyalty, and responsibility among aspirants and party leaders. It ensures that party structures are respected and protected.

Promoting Transparency

The system introduces clear financial procedures, public accountability standards, and auditable campaign structures that eliminate hidden arrangements and invisible political financing.

Protecting the Party and Aspirants

Trust Before Ticket creates safeguards that protect both the party and aspirants from unnecessary financial and political uncertainty.

Ensuring Compliance and Accountability

The framework aligns political participation with legal standards, regulatory compliance, and institutional responsibility.

The Escrow and Trust Structure

A major component of Trust Before Ticket is the establishment of a secure escrow and trust arrangement that guarantees transparency and accountability throughout the political process.

Secure Financial Framework

The framework introduces a conditional campaign trust structure supported by formal banking oversight and transparent disbursement systems.

Transparent Campaign Ledger

Through the Aspirant Campaign Ledger (ACL), campaign-related financial activities will be documented, traceable, and subject to proper review.

Legal and Regulatory Compliance

All arrangements under the framework are designed to comply fully with Nigerian laws, electoral regulations, and institutional best practices.

The Three Core Pillars

The Trust Before Ticket doctrine is built on three foundational pillars.

1. Credibility

"Leadership must be earned through commitment."

BOOT Party believes credibility must be proven — not assumed.

This pillar ensures that:

• aspirants demonstrate seriousness before access to the party platform,
• speculative and unserious candidacies are discouraged,
• and the overall quality of leadership is improved.

In BOOT Party, leadership is not granted casually. It is earned through commitment and integrity.

2. Transparency

" Every commitment must be visible. Every fund must be traceable."

Transparency is essential for rebuilding public trust in politics.

Under this pillar:

• campaign financing structures are traceable,
• financial disclosures are encouraged,
• banking oversight is strengthened,
• and party spending becomes auditable.

No hidden deals.
No invisible money.
No secret arrangements.

3. Accountability

" Commitment must have consequences."

A political system without accountability cannot inspire trust.

This pillar establishes:

• structured enforcement mechanisms;
• protection against political defection and abandonment;
• fair refund and forfeiture procedures;
• and lawful institutional due process.

Power must answer to responsibility.

A party ticket is not a gift. It is a contract of trust.

Why This Matters

One of the biggest weaknesses in Nigerian politics today is the culture of seeking tickets without commitment, winning elections without loyalty, and abandoning political platforms without consequence.

This has damaged public confidence in political parties and weakened democratic institutions.

Trust Before Ticket is designed to break that cycle.

It ensures that:

• those who step forward are serious;
• those who emerge are accountable;
• and those who lead are dependable.

BOOT Party believes that trust should not merely be declared. It must be designed, documented, protected, and defended.

A New Culture of Leadership

To every aspirant gathered here today, let this message be clear:

BOOT Party is not closing doors.
We are raising standards.

If you want the ticket, earn the trust.

In this party:

• commitment must be demonstrated;
• loyalty is expected;
• and accountability is enforced.

Leadership must never become an entitlement. It must remain a responsibility.

Message to Nigerians

To Nigerians watching us across the country, we understand your frustration and your scepticism. We know many citizens have lost faith in political institutions because they have seen too many broken promises and too little accountability.

Today, BOOT Party is responding not merely with slogans, but with structure.

Trust Before Ticket is our commitment to Nigerians that:

• candidates will not emerge by accident;
• leadership will not be treated casually;
and the people's mandate will never be considered expendable.

We are building a political party Nigerians can believe in.

Voting Is a Civic Duty

As part of our broader democratic reform agenda, the BOOT Party continues to call on the National Assembly to enact compulsory voting in Nigeria.

We have argued that low voter turnout, allows elections to be decided by a small fraction of the electorate—making vote buying easier and more effective. A compulsory voting system would significantly reduce the impact of purchased votes by expanding participation and strengthening the legitimacy of electoral outcomes.

The BOOT Party proposes a balanced approach that combines civic responsibility with fairness. Possible measures may include:

• modest administrative penalties for repeated non-participation
• temporary limitations on select non-essential public services
• structured exemptions for health, age, travel, or other valid reasons

The goal is not punishment, but participation.

Digital Democracy Is Possible

BOOT Party has track record in demonstrating that internal party democracy can be modernised in Nigeria.

At a time when many believed such reforms were impractical, the party successfully implemented:

• online membership registration and validation
• direct primaries
• electronic voting systems
• multi-day election processes
• real-time public monitoring of party elections

These innovations, once considered unrealistic, have since influenced broader electoral reforms and are now partially reflected in national electoral practices.

However, there are concerns that such innovations, when adopted without safeguards, can be misused by ruling authorities to create unfair advantages, for example the recent NIN requirement for political party members’ validation. Technology in elections must serve transparency—not manipulation.

Building the Future, Not Repeating the Past

The BOOT Party’s message ahead of 2027 is clear: Nigeria does not need recycled political habits under new branding. It needs a new political culture rooted in integrity, discipline, and responsibility.

Trust Before Ticket represents a deliberate effort to move away from informal politics toward a system where:

• leadership is earned
• loyalty is expected
• accountability is enforced

It reinforces the party’s long-standing position that a political ticket is not a gift—it is a contract of trust.

The BOOT Party Difference

Many parties speak about discipline.
BOOT Party is designing it.

Many parties hope for loyalty.
BOOT Party is securing it.

Many parties depend on trust.
BOOT Party is institutionalising it.

This is the BOOT Party difference.

As we move toward the 2027 general election, we believe Nigeria deserves a political culture where integrity is measurable, responsibility is enforceable, policies are embedded with compassion and benevolence and leadership is accountable.

Closing Remarks

Distinguished colleagues and fellow Nigerians,

Every generation is called upon to repair what is broken and strengthen what has failed. This is our moment to help rebuild political trust in Nigeria.

"Nigeria's democracy cannot grow on promises alone. It must be built on structure, discipline, and trust. Trust Before Ticket is our commitment to ensuring that those who seek to lead must first prove their responsibility to the party and to the people. If politics is to serve the future, then trust must come before power."

Today, BOOT Party chooses to build a system where:

• trust is the foundation,
• accountability is the standard,
• and leadership is earned through responsibility.

Today, we declare:

Trust Before Ticket.

Accountability Before Power.

Let this become our doctrine.
Let this define our identity.
Let this be BOOT Party’s contribution to the future of Nigeria.

Thank you.

And God bless the BOOT Party.
God bless the Federal Republic of Nigeria.
