A. Background:
The Board of Trustees and the Executive Leadership of the BOOT Party have identified the yearnings and aspirations of the current and potential members to fully participate in various on-coming local and state elections across the country. In as much as BOOT Party has a well-defined process for screening candidates for both elective and appointive positions at various levels of governance within its Constitution, Policies and Guidance, the need to attune to the dictates of prevailing political circumstances cannot be disregarded.

The Policy of BOOT Party as espoused in the Constitution is to ensure that members running on its Platform meet the criteria that are aligned with the Values of the Party. However, and in consideration of the need to meet and address the growing requests by Party members for immediate participation in the current political process, the Board of Trustees and the Leadership, under the Power granted them in the Party Constitution, promulgate the following criteria as the bases for members to fly the flag of the Party in the elections specifically identified in this Order.



B.1 Candidate Qualifications
Every candidate:

1. Must have fulfilled Article 10.2.10 of the BOOT Party Constitution or the Electoral Committee requirements as herein contained.
2. Must be a registered member of the BOOT Party and have fulfilled BOOT Party's membership requirements according to the party's Constitution and otherwise qualified to vote for that office at the time of nomination.
3. Must not be a current member of any existing Political Party and must swear an affidavit of no affiliation(s) or loyalty to any other Political Organisation or entity in Nigeria for that matter.
4. Must sign an undertaking to abide by the decisions of the National Executive of the Party on matters relating to running for the election on the Party's Platform.
5. Must not be subject of any form of criminal investigation or indictment or a convicted felon.
6. Fulfil the requirements of the Nigerian Constitution; Electoral Acts; the Independent National Electoral Commission Guidelines and other all relevant laws.


B.2 Expression of Interest (Non-Refundable)
1. A candidate must pay an expression of interest fee (Non-Refundable), made payable to the BOOT Party via the online donate form.
2. Candidate's expression of interest application should be submitted on www.BOOT.org.ng/Leaders.
3. Candidate expression of interest application will only be considered following the confirmation of payment of expression of interest fee.
4. Candidate expression of interest application will be submitted with Sworn Affidavit of Boot Party Submission Of Expression Of Interest For General Public Election.


B.3 Nomination Fee (Non-Refundable)
1. Candidates who are successful with their expression of interest will be invited to submit their nomination through the BOOT Party's online candidate nomination application.
2. A candidate must pay a nomination fee, made payable to the BOOT Party via the online donate form.
3. Upon application by the candidate, a nomination fee waiver as published in this guideline or reduction may be granted by the National Executive Committee.
4. Candidate must complete and fulfil all INEC's requirements including completion and submission of all forms required by INEC.
5. A candidate who is not successful with their nomination shall be entitled to full refund of their Nomination Fee (excluding transfer fee).


B.4 New-Member Fees (Refundable)
1. Candidates whose membership confirmation age is less than 270 days before submission of nomination shall pay New-member Fee as published with their expression of interest application.
2. A candidate whose membership confirmation age is less than 270 days must pay a New-member Fee, made payable to the BOOT Party via the online donate form.
3. A candidate who registered the required numbers of full members for their election position shall be entitled to full refund of New-member Fee (excluding transfer fee).


B.5 Fee Waivers
1. NEC, SEC and Members should see this guideline for relevant fee waivers.


C.1 State Executive Council
Where there is no existing BOOT Party State Executive Council (SEC) in the state, SEC must be constituted within 45 days following candidate's primary election failure of which the party may withdraw candidate from the election.

D.1 Campaign Requirements and Responsibilities (FOR ALL PUBLIC OFFICE)
Any individual who intends to be a candidate for an elective PUBLIC OFFICE shall:

D.2 Candidate Intention Application
Complete and submit the BOOT Party's online candidate intention application for the specific public office sought. A separate application must be submitted for each election, including re-election to the same office.


D.3 Contract with the People (CoPe)
1. Candidates who are successful with their expression of interest/exempted from expression of interest will submit along with their nomination application a 'Contract with the People (CoPe)'.
2. CoPe is a personal manifesto. The BOOT Party manifesto is the baseline manifesto to draw from.
3. Each candidate shall complete and submit a CoPe report. It is expected that a CoPe report should be costed and include among others, the number of direct and/or indirect social and economic benefits to the electorates that will be generated.


D.4 BOOT Party Primaries & INEC Ballot
1. All BOOT Party candidates must file an Affidavit of Identity and an Affidavit of loyalty to the Party. The affidavit of loyalty to the includes that a candidate will not knowingly violate the Constitution, Manifesto, Policies, Standards and Guidelines of the BOOT Party.
2. A copy of the template for the affidavit is available online and the BOOT Party National Secretariat.


E.1 Conduct of DIRECT Primary
In accordance with Article 10.2.3 of BOOT Party Constitution all BOOT Party members will vote by direct method primaries to choose BOOT Party flagbearer for the election using the BOOT Party's e-Voting app.

E.2. Primaries e-Voting Start and End Date
Accredited BOOT Party members will start to vote via BOOT Party app at least two () days from the date of primaries or as published..

E.3. e-Monitoring
Candidates and members of the public will be able to monitor primary election progress online real time (live) on BOOT Party website. Download BOOT Party e-Voting and e-Monitoring Guidelines

F. Close
This Order relates specifically to only the stated Election(s) as scheduled. This Order shall cease to be operative at the end of the election(s).

A. Background:
The Board of Trustees and the Executive Leadership of the BOOT Party have identified the yearnings and aspirations of the current and potential members to fully participate in various on-coming local and state elections across the country. In as much as BOOT Party has a well-defined process for screening candidates for both elective and appointive positions at various levels of governance within its Constitution, Policies and Guidance, the need to attune to the dictates of prevailing political circumstances cannot be disregarded.

The Policy of BOOT Party as espoused in the Constitution is to ensure that members running on its Platform meet the criteria that are aligned with the Values of the Party. However, and in consideration of the need to meet and address the growing requests by Party members for immediate participation in the current political process, the Board of Trustees and the Leadership, under the Power granted them in the Party Constitution, promulgate the following criteria as the bases for members to fly the flag of the Party in the elections specifically identified in this Order.



B.1 Candidate Qualifications
Every candidate:

1. Must have fulfilled Article 10.2.10 of the BOOT Party Constitution or the Electoral Committee requirements as herein contained.
2. Must be a registered member of the BOOT Party and have fulfilled BOOT Party's membership requirements according to the party's Constitution and otherwise qualified to vote for that office at the time of nomination.
3. Must not be a current member of any existing Political Party and must swear an affidavit of no affiliation(s) or loyalty to any other Political Organisation or entity in Nigeria for that matter.
4. Must sign an undertaking to abide by the decisions of the National Executive of the Party on matters relating to running for the election on the Party's Platform.
5. Must not be subject of any form of criminal investigation or indictment or a convicted felon.
6. Fulfil the requirements of the Nigerian Constitution; Electoral Acts; the Independent National Electoral Commission Guidelines and other all relevant laws.


B.2 Expression of Interest (Non-Refundable)
1. A candidate must pay an expression of interest fee (Non-Refundable), made payable to the BOOT Party via the online donate form.
2. Candidate's expression of interest application should be submitted on www.BOOT.org.ng/Leaders.
3. Candidate expression of interest application will only be considered following the confirmation of payment of expression of interest fee.
4. Candidate expression of interest application will be submitted with Sworn Affidavit of Boot Party Submission Of Expression Of Interest For General Public Election.


B.3 Nomination Fee (Non-Refundable)
1. Candidates who are successful with their expression of interest will be invited to submit their nomination through the BOOT Party's online candidate nomination application.
2. A candidate must pay a nomination fee, made payable to the BOOT Party via the online donate form.
3. Upon application by the candidate, a nomination fee waiver as published in this guideline or reduction may be granted by the National Executive Committee.
4. Candidate must complete and fulfil all INEC's requirements including completion and submission of all forms required by INEC.
5. A candidate who is not successful with their nomination shall be entitled to full refund of their Nomination Fee (excluding transfer fee).


B.4 New-Member Fees (Refundable)
1. Candidates whose membership confirmation age is less than 270 days before submission of nomination shall pay New-member Fee as published with their expression of interest application.
2. A candidate whose membership confirmation age is less than 270 days must pay a New-member Fee, made payable to the BOOT Party via the online donate form.
3. A candidate who registered the required numbers of full members for their election position shall be entitled to full refund of New-member Fee (excluding transfer fee).


B.5 Fee Waivers
1. NEC, SEC and Members should see this guideline for relevant fee waivers.


C.1 State Executive Council
Where there is no existing BOOT Party State Executive Council (SEC) in the state, SEC must be constituted within 45 days following candidate's primary election failure of which the party may withdraw candidate from the election.

D.1 Campaign Requirements and Responsibilities (FOR ALL PUBLIC OFFICE)
Any individual who intends to be a candidate for an elective PUBLIC OFFICE shall:

D.2 Candidate Intention Application
Complete and submit the BOOT Party's online candidate intention application for the specific public office sought. A separate application must be submitted for each election, including re-election to the same office.


D.3 Contract with the People (CoPe)
1. Candidates who are successful with their expression of interest/exempted from expression of interest will submit along with their nomination application a 'Contract with the People (CoPe)'.
2. CoPe is a personal manifesto. The BOOT Party manifesto is the baseline manifesto to draw from.
3. Each candidate shall complete and submit a CoPe report. It is expected that a CoPe report should be costed and include among others, the number of direct and/or indirect social and economic benefits to the electorates that will be generated.


D.4 BOOT Party Primaries & INEC Ballot
1. All BOOT Party candidates must file an Affidavit of Identity and an Affidavit of loyalty to the Party. The affidavit of loyalty to the includes that a candidate will not knowingly violate the Constitution, Manifesto, Policies, Standards and Guidelines of the BOOT Party.
2. A copy of the template for the affidavit is available online and the BOOT Party National Secretariat.


E.1 Conduct of DIRECT Primary
In accordance with Article 10.2.3 of BOOT Party Constitution all BOOT Party members will vote by direct method primaries to choose BOOT Party flagbearer for the election using the BOOT Party's e-Voting app.

E.2. Primaries e-Voting Start and End Date
Accredited BOOT Party members will start to vote via BOOT Party app at least two () days from the date of primaries or as published..

E.3. e-Monitoring
Candidates and members of the public will be able to monitor primary election progress online real time (live) on BOOT Party website. Download BOOT Party e-Voting and e-Monitoring Guidelines

F. Close
This Order relates specifically to only the stated Election(s) as scheduled. This Order shall cease to be operative at the end of the election(s).
